I'm assuming a gas tractor? Carb intake icing is common, any time you turn a liquid into a gas it absorbs energy, that's what a carburetor does vaporizes fuel. The intake air drops below dew point causing the frost. Small aircraft have carb heat you turn on to prevent or melt it, but you don't leave it on all the time because it lowers engine power output.
