You might check your local NRCS office, they actually just started a cover crop program this year, but have been working with them a few years. I know in southern and central IL its been around a while, and suddenly the last year or two guys here in in northern IL have been talking about it. I haven't heard anything about excessive foliage being an issue. Biggest issue I have heard so far is actually doing the seeding since a lot of people are trying to seed into standing crop. in your case thats not the issue.
