The 5100 and 5200 series tractors have reverse gears that are higher geared than the corresponding forward gear, not sure by how much... 20% maybe, so 5mph in whatever gear that is forward would be 6 mph in reverse... if you find a tractor with a creeper box that will give you slower gears... The only time we"ve used ours on a blower (admittedly very deep snow) we struggled to go slow enough. The other option is to use the 1000 pto shaft and run the tractor at about 1300rpm to give 540rpm pto (but you"d need to change the end on the the snowblower shaft)
