Actually I think the frangible ammo is just for indoor target practice. Bullet holes in the fuselage won't result in "Goldfinger" like incident where people are sucked out the windows and such.
The airplane actually leaks air all the time anyway, a lot of air in fact. High pressure air from the engines is pumped into the cabin and escapes out one or more outflow valves. The air in the cabin actually turns over every 5 or 6 minutes. Those nasty "bumps" in the cabin pressure that hurts everyone's ears (including the pilots) are caused by sticky or ham-handed outflow valves.
