Try loosening the hoses to the lift cylinders and see if they go down then. If they go down with the hoses loose there is nothing wrong. If they stay up with hoses off it is binding somewhere. I have seen them get moisture past the outer cylinder seal then rust behind the guide ring puts pressure on the rod. Could also bind on the rockshaft if not lubed.
