Well, at least Washington did get rid of one bit of insanity- the "Retire- Rehire" program for teachers. They could retire after 30 years service (typically, in their early to mid-50's), and then be re-hired, often for the same position they just retired from. And draw their retirement, plus teacher pay. I think they even got their pay rate based on 30 years service, rather than what they would have paid a rookie, but I'll check on that (a friend that I have coffee with was upset because he didn't "pull the trigger" before the gravy train derailed).
Now that that little bit of patronage has been turned off, they have to go to a neighboring state to be rehired.
Military does the same thing. College classmate was an auditor for the Army- put in about 25 years, retired as an E-7, didn't even clean out his desk- just came back Monday in civies, as a civilian employee.
