That is a reasonable way of counting the unemployed if the government knows how many people are/were in the labor pool to start with, which I don't believe they possibly could this day and age. How would they count them if they have never had a job? There are 100's of thousands of young adults that have moved back in with their parents and families that have doubled up, think about the people that were living in all those houses that are boarded up and not selling across the country. California does not know the actual state population within 2 or 3 million and most likely Texas doesn't either due to illegals.
