What's it fouled with, soot or oil? Oil, you should just tear it down and fix it right, since that is a comparatively cheap engine to work on. Soot? Are you absolutely sure the air cleaner is in working order? That someone didn't run it dry a number of years ago and plug it up with chaff? In some cases you can cut the spot welds and pull the stuffing out and unwind it. You don't need to weld anything back together because the cup holds it all up in there. If you're certain the air cleaner is functional and the carb is in reasonable condition (not dripping, covered with gunk or worn out) change to a main jet from a Marvel carb from a smaller engine. You can measure the size of the jet with decimal drill bits. Actually, you don't have to have a Marvel carb as a jet donor, you can use any jet with that thread pitch. Simply measure the jet you have, and drop down a few thousandths to start.
