at odds I have seen are made in the usa and assembled in the usa from foreign parts.
we also bid and get contracts that require domestic products sometimes.. however, readign the fine print most of the time, you can use materials sourced from other countries as long as final assembly or finishing occured here.
kinda like watching sausage being made if ya ask me...
