You say you plumed it the same WAY.. The donor tractor either did not have a valve or for some reason you are not getting hydraulic preasure to the steering unit except with the valve open. Pretty sure you have a pluming problem one of two things no preasure flot to the valve or no return... Kinda sounds like you are opening the rueturn when you open the valve but for sure you have a plumbing problem.
