In PA there will be a white flashing light on a sign telling the motorist if the work zone is active or not. But even if the work zone is inactive there still could be hazards that exist. I spent 34 years working on public highways and had my share of close calls. One time we were paving 1 lane of a two lane road and had a car come right up to the back of the paver, in the fresh unrolled asphalt. He went around the lane cones and two rollers . The guy had no clue he did anything wrong.
