Police can't watch everywhere, all the time, so they have to crack down where the thieves congregate: At the scrapyards.
Knowingly accepting stolen goods is a crime, period. They can play ignorant, "Honest officer, I thought the guy who wheeled in here in that clapped-out 1993 Ford F150 heaped with used catalytic converters was legit! Honest!"
Come on... It's pretty obvious when someone's peddling stolen goods. You're NEVER going to legitimately show up at a scrapyard with a load of new converters removed from "wrecked cars!" Why? Because wrecked cars are ALREADY at the scrapyard!
