You are confusing "smart" meters with interruptible service. Smart meters just allow the utility to read the meter using wireless technology. If you have interruptible service, it is usually optional and you get a rate discount because of it. I have never seen interruptible service applied to the entire house, normally it is just for electric water heaters and A/C compressors.
BTW, the power company doesn't need either a smart meter or interruptible service switch to shut off your power at will. They do it all the time here; we call it a "power outage".
