If they were going to export the oil, they would take it to the nearest ocean to put it on a ship, which is the cheapest method of transportation. Look at a map, Alberta's Peace River district is only a few hundred miles from the pacific ocean. Why on earth would smart businessmen build a pipeline all the way across a continent to move oil if it is going on a ship anyway? That's just silly. A more likely reason for not building it is the oil they are getting out of the ground in the Dakotas by fracking might make the oilsands oil unnessessary. I think it would be smarter to build the refineries in alberta, but if you are going to work in a refinery, where would you rather live, just south of the artic circle, or Texas?
