Cemetery plots are usually deeded separate as you indicated. Such deeds usually have restrictions so they can't just be sold later as a cornfield, landfill, etc. - without a huge amount of legal work and dead body removal. All that counts at present is who that piece of land is deeded to. I assume the county sends the tax bill for that parcel to somebody. That all being said, someone could of bought it later and not recorded the deed (law does not require recording). If so, the use of that "protected" land might be a deed-restriction-violation, and I wonder who is paying the taxes then?
I own a piece of farm land that used to be a church cemetery. But - before I got it, all the dead people got dug up and relocated. Then the land got re-deeded and the restrictions removed.
