As a landlord our lease contract states how we can and cannot enter the property. It has to be during reasonable hours with reasonable notice unless it is a case of emergency or distress. Tell him to read over his lease and if the owner is in breach of the contract he can up and leave without much issue. Next choice would be small claims court for money lost on power, partial rent since he does not have full use of the house. It all depends on how his lease is written though. Shame on him if he does not have a written signed lease.
