A woman I knew years ago lived in Minnesota. They went on vacation and when they came home a flood of water came out the front door. The kitchen sink was on an outside wall, pipe froze and broke. What I do is never run any water appliances unless someone is home. This idea doesnt help if a line breaks while you are at work. 1 thing to do is change out the washing machine hoses every 5 years. The idea you are thinking of is to have that sensor utilize an electic actuator of some kind that would shut off the water at the source, like the inlet water valve to the house.
