Friend of mine runs a vinyl business on the side (dump trucks, milk haulers, stock cars, race trailers, etc.). When he delivers my vinyl he includes a half-pint size spray bottle of his "secret mixture" - distilled water, a couple of drops of hand dishwashing soap and a tablespoon of isopropyl alcohol. The mixture provides a cushion between the adhesive and the surface the decal will adhere to. It gives you time to position the decal properly and helps to work air (in this case liquid) bubbles and pockets out. The alcohol acts as a secondary cleaning agent. Use a hair drier and a soft cloth afterward to go over the entire decal to help adhesion. Avoid washing, rain, snow and especially waxing, etc. for several days if possible. You may notice small bumps from lint or dust. Most of those will "draw in" with time. Do not use windex, you may compromise the adhesive.
