If you are referring to YouTube, News clips and such, it's all about the buffer space used to download the material into. If your connection speed is low the clip will pause because you have run out of buffer space , i.e. you have a small pipe and the info can not get through the pipe quick enough as your pc processes faster than the flow, so it needs to wait.
As another poster mentioned use the pause button so the pc will load or buffer all the content before the pc tries to process it.
