"What is the law on this now?" 2006 Congressional Bill that ban funding to the USDA for horse meat inspection.
"Can no one slaughter a horse for meat?" Who really knows. Maybe if a person puts a bullet in a horse's head on the farm and butchers it himself and feed horse meat to his family.
"Or is it only that a slaughterhouse is not allowed to slaughter a horse for meat?" There were only 3 USDA approved horse slaughter houses in the USA, all closed down since the 2006 bill as of now.
"If a horse can't go to a slaughter house than where do old or sickly horses go to get knocked in the head? I can't think all these hobby horse people are buring dead horses under their bedroom window in the backyard." They don't go anywhere to get knocked in the head. May be a person can take them to Mexico or Canada...good luck with that getting them through inspections. Or, maybe a person can get in touch with Equine Welfare Alliance or Madeline Picken's Wild Horse Sanctuary for help.
Can a slaughterhouse slaughter a horse if it goes for dog food or some other by-product? No
