I'm inclined to believe that horse slaughter was NEVER illegal. The huggers did and end-around by going to the USDA and getting them to refuse to inspect the meat.
AFAIK the USDA needs to inspect the meat for pet food even.
No inspection means you can't sell the meat.
This in turn has created a glut of abandoned horses. Craigslists in the area have dozens of horses for sale cheap. People can't even GIVE them away.
It costs a fortune to haul a dead animal off to a rendering plant these days, like $300, if you can even find someone to do it. They won't take them unless they're perfect, either. No open wounds, no bloating, no broken bones.
