There are some things that you can set to run through the bios of the computer even when the computer is off. All computers have a watch type battery on the motherboard that allow power to be at the motherboard for keeping track of time and storing bios settings. But those things that can turn the computer on usually have nothing to do with programs that are installed on the computer. It would be used for like diagnostic stuff that you can do through the bios. For stuff to automatically run through windows the computer has to be on.
