I've received a few letters from the IRS, and they always explain why they think you owe them money. Did you look at the back side of the letter?
It is unusual that you would be receiving a notice so soon for 2010. The IRS typically waits a couple of years before sending a notice. For 2010, they have until April 15, 2014 to send you a notice, and they like to let those penalties and interest accrue.
Where does it say to send payment, and who is the check payable to? If it asks for credit card information, I'd say scam.
If the letter turns out to be legit, you should respond in writing asking for a detailed explanation. A legit IRS letter will tell you how to do so.
