I guess I don't understand your point. When you bid on eBay, you give your maximum bid. If the current bid is 595, that means someone else was willing to pay almost that much, say 594.
So, assuming bid increments are $1: starting bid is say 200. Bidder A bids 600. Bid is now 200. Bidder B bids 210. Bid is now 211. (210 + 1) Bidder C bids 594. Bid is now 595. (594 + 1)
Bidder A remains the high bidder.
Why is this suspicious? If you don't like eBay, go down to Best Buy and you don't have to worry about such things.
