I have a Oliver 1600 gas that won't start without starting fluid. The choke butterfly closes all the way shut, and if I put my hand over the end of the carb when trying to start, it shows plenty of vacume. I was told that a poor seal on the intake manifold will cause this, so I tryed to take off the intake manifold without the exhaust, but the bolts that hold the two together were so rusted, I couldn't do it. So I took them both off and took them to a machine shop and he sanded the ports down on a head sander. Then I put on new gaskets. Still, it will only start with starting fluid. Any ideas?
