IH School buses are notorious for the circuit board in the dash going bad. Where the wire harness plugs in to the circuit board the lugs will work loose and push the solder away from them, like taking a fence post and wobbling it around until you can pull it out. This is what happens to circuit boards. I just cleaned up around them then resoldered them and they work fine. Same thing happened on my 97 dodge van.
