I've had that happen in the spring, when tilling and after I've planted, tomatoes usually, and the darned things produced, late but nonetheless. I did not till the fall prior, so the seed was still ok, but I now try to till in the fall after its done, to kill off those hornworm larvae/eggs, which I got but fought off by hand, it worked, plenty of tomatoes, homemade sauce came out great.
How do you like that tiller ? If your soil is not too hard, sod bound, dry, rocky, compacted, they are a great tool for the garden, my soils are like that here sometimes, not so bad when moist though.
