RBnSC you might check where you got it and see if the seeder box is there, reason I ask is may be the reason the packer scraper is raised up. The seed box fits over those 2 stubs you see on each side of that rear rollar frame. The box drives off the left side, if you look real close you can make out the sproket that drives it off the front rollar with a square link type chain. The seed should drop just in front of that rear rollar so it can give the seed/soil contact.
