Tap on them until the big chunks come off. Wire wheel using an angle head grinder. Get a piece of 1/8 x 1 inch band iron and bend and fit for new holes. Weld new pieces over the old holes. Go to NAPA and buy a can of rust neutrilizer and spray liberally. You will need two cans for four tires. Buy one quart of truck bed liner paint, also at NAPA and paint each rim twice. I just finished this exact process on two John Deere 4B plow wheels. You will have about $40.00 invested. Ellis Kinney
