I can understand the school rule because I have been there. When the bully�s mom comes to school threaten to sue because some one whipped their bully child the school board goes to shaking in their boots. The school has little recourse to deal with bullies because little johnny never does wrong in mom and dads eyes.

All my kids are in college now but back when my youngest daughter was in grammar school she was teased because of her birth defect. A bilateral complete cleft lip and palate. There was some pushing and shoving but mostly verbal abuse. I tried to follow the school rules and report the problems and let them deal with it. This did not work so one day I just let loose and told her to defend herself. A few days later some bully (boy) pushed her and was teasing her verbally. Lets just leave it at we had to go to the school board and show a long string of abuse before they would let her back in school and no one ever teased her again.
