Seems like these regulators have been junk for a long time. I wanted one for an AC that was the same configuration as the original. Couldn't get it at the local auto supply. Had to go to the AC dealer. It cost a lot. And it has a similar 4 digit number stamped on the back, like it came from the same place as the auto supply ones, but so far it works fine!
