It is very expensive to do underground repairs when something goes wrong.Burying isn't going to work if people want to keep the rates affordable. I was without for for 2 1/2 days but was prepared with my generator . When we built our house we had a transfer switch installed knowing that power would be lost on occasion.Doesn't run the whole house but it runs everything needed for daily life to continue.
Some people just don't like to plan for these circumstances.
