Germans have to pay taxes on a lot of stuff.......Number of and type of pets, number of broadcasting devices (radio/television) that use airwaives, and so on.... They declare I believe each year what they have. Say someone says they only 1 TV and one radio.... There is a guy drives around with a list of addresses/what's declared and points this little thing at the house and it tells him what is there (if it is turned on and hooked up to an antenna or satellite disc)..... If it's more than they declared, they get a letter in the mail with a bill...
