If you are talking about Power Service 911, it says right on the bottle that it is only for gelled up fuel, it does not prevent gelling. I sounds like it worked out for you, but I would get some additives to treat the fuel.
As for the free diesel and heating oil, you may have water in it as you suggested, but it might also be algae/bacteria contaminated. Since the fuel is free, you might want to go ahead and spend some $$ on fuel conditioner next time.
