Well #1 buy an FO-4 I-T manual it explains the hyds well. #2 pull the right hand inspection cover off the rear end it has the hyd dip stick in it. Start the tractor with the PTO in gear and try to lift the mower but have the PTO shaft unhooked from the mower. Watch for fluid moving or dripping. That is where your problem is and most likely it is either the relief valve gone bad or the cylinder seals. As for the PTO problem the slide coupler is probably going bad or the detent is not holding like it should.
