There is a guy off Rt20, east of the river-Nassau? If I remember right his name was Shavin? Chovin? Sid Chauvin? Something like that. He has mostly Olivers, but handles all sorts of stuff. I think the smaller Oliver rims and Fords 'might' fit. But a Ford 28" rim should be an off the shelf item all over- even this site has new rims.
