In my experience the best tool for spreading and fixing a gravel/ crushed rock driveway is a landscape rake. They have those spring tines.
Next is a box blade which is great for moving material a ways but if you have a loader you can do that. The teeth in a box blade help rip up rocks or packed humps. I've had the best luck leveling with a box when driving in reverse so it acts like a dozer blade.
I'd say a blade is last unless you put a gauge wheel on it or use it in reverse. In the wrong hands they are a great tool to ruin a smooth road.
