I do not watch Fox news so I did not see this - thanks for pointing it out. Actually algae has been around for quite some time and vast majority of scientists and petroleum experts favor the theory that the original oil deposits were formed from algae. Sorry, the old tale about dinosaurs we were taught in grade school was just that - a tale. The article referred to a "genetic engineered organism" however I suspect we are talking about algae in some form or another.
The US Department of Energy Studied algae from 1978 to 1996 and concluded fuel production from algae could not compete economically with conventional forms. However, that was in 1996 and a barrel of crude was about 20 bucks.
In 2007 National Geographic Magazine, October issue, contained a article on GreenFuel Technologies [also of Cambridge Massachusetts (?)] pilot plant with Arizonia's Public Service Redhawk natural gas burning power plant. I am sure there are other companys as well looking at algae for fuel production.
It is interesting to note the United Arab Emirates launched a renewable energy initiative that includes bio-fuels. Hopefully, we will not be importing our bio-fuels.
