I don't know the exact name but, on my Farmall F-20 that piece is bolted to an exposed part of the steering column, (this is a narrow front),it connects to a piece of linkage on the mounted cultivator to help steer the cultivator teeth around plants if you get too close, (instead of backing up or destroying part of the row of crops), the outer "wings" are for it to reengage the linkage after you have pulled a rope to disengage it to make a turn at the end of the row.
