Wouldn't be a plugged gas cap vent if it only runs 10- 15 seconds- takes much longer than that to build up vacuum in the tank. Sounds like its running until the fuel in the carb is gone, and is not being resupplied fast enough.
Take off sediment bulb, and turn on fuel- should get a steady stream, not just a drip (even a fast drip).
