Sound like your not developing any pressure on the tension arm. What is your pressure gauge showing when this happens??? A leaking SCV valve can cause this to happen. You have pressure at the beginning and then the SCV leaks the pressure off. IF that is happening switch your hoses to the other SCV if you have two. The bale turns easier at the beginning and then harder as it gets bigger. If the bale stops turning then the belts are slipping.
Also could your slip clutch be slipping??? Are the drive rolls turning and just the belts slipping or are the rolls not turning. Once had a IH 1066 that the PTO clutch was slipping when under load. Guy was complaining about the baler and the tractor was causing the problem. You need to look things over and get us a little more information.
