Well if they are paying for it and not stealing it then who cares. Hoarding gas? In 2 weeks my wife would use that much gas for her new 2011 Escape truck. The guy that hoards gas wont have to pay for it later, reducing demand. On the other hand I have a lot of ammo for 2 different calibers, Hoarding, maybe. I know a guy that has 10,000 rounds of each caliber, .308, .223, .30-06, .22-250, 12 gauge, 20 gauge, Handgun ammo too. He has 2 safes full of ammo......A little nuts I guess. I dont have that kind of money to spend on ammo. That is thousands and thousands of $$$, Does home owners insurance cover a theft of that magnitude? I doubt it. There is no real reason to have that much ammo on hand, unless you are going to sell it later when the price goes up.
