I think the issue is the pilot control (the valve you are moving is a remote valve dead headed to nothing. It is supposed to return to the middle. but if the pilot orifice in the system is plugged up (small screen) or stuck, it will not pressurize the system correctly. You may also have a draft control link out of position inside the rear housing (not sure on that). Jim
