I had one like that on my JD H. Cut through the lug and finally opened up to where you could see the cord. Cord was not cut. Local dealer ground off the old lg and molded/vulcanized in a new one. This was 12 years ago and it's still holding good. I would have to point it out for you to find it. Cost then was about $50, but I dismounted and remounted the tire. He didn't have a mold for that small tire but I made one for him out of some scrap iron, not too hard to do. I tried various rubber cements/glues but they didn't work.
