Good, you found the problem. That relay should arc a bit, especially as the battery nears full charge, Set that spring tension so the voltage at the battery posts is 6.6- 7 Volts for a 6V system, and 13.5 -14.5 volts for a 12V system.
Check the final adjustment with a fully charged battery and the regulator cover in place. The regulator cover slightly affects the voltage setting. Let everything run for atleast 10 minutes before attempting the final voltage adjustment. If you get it right, you will have mastered an almost dead skill. :-)
