This is just BS!! Call the local police (state that is) with the license number, they will 1)observe his driving and/or 2)request he come in for a driver test. Probably both. Then remove his license or they ticket bad driving and bring the cae to court where it will be removed. He drives anyway another arrest, how many of these before jail time.
If it's a small town and he is as bad as you say I would be surprised if the local police don't already know about him. Are you sure he is that bad?
