I had the same problem with my Dad about a year before he passed away. he would pull out in front of on coming traffic ,he hit a pedestrian, stop in the middle of the road and back-up most of the things you described!!!
I called mom and told her to take his keys to his pick-up, because if he kept driving he would either kill himself and or someone else also. Couple days later my dad called me complaining that mom and my sister took his truck away from him. I told him "No they didn't Dad, I did!!!" I then told him that if they him or mom needed something hauled I would haul it for them. He was fine with that. This was hard to do , but ya gotta do what is best for everyone.
This individual's children need to step up to the plate and take responsibilities for their father. They need to grow up and become responsible adults. Just my 2 cents.
