If when shes not running and you switch on lights the ammeter should swing over to - discharge,,,,,,if it does opposite of the the ammeter is wired bass ackwards (or very possible see below for what happened).
HOWEVER that could be because it was say originally Positive Ground (like an old 6 volt Farmall) and you re installed a new battery at the opposite Negative ground!!!!!!!!
NOW a genny can still charge at EITHER polarity butttttttttt if polarity is changed the genny first needs to be repolarized BEFORE starting or else it can harm the Voltage Regulator (plus fail to charge properly). Also, if you reverse battery polarity the ammeter leads need swapped or it will read bass ackwards like you described.
I would first see what polarity the battery is??????????? if not already I'd change it to Pos ground,,,,,,,then Polarize the genny,,,,,,then start her n see what happens and hope the VR or relay wasnt harmed ???
Below is my troubleshooting procedure for NOn Charging, but Id check into the possible polarity problem first and correctly install the battery and polarize the genny and then try it
