The 13.6's will be taller due to the fact that the 15.5's were badly worn.
It might be a bit of a challenge to get the 13.6's stretched on to a 14" rim, if that's what the tractor has, but it's possible.
There was an article in Farm Show several years back about a gentleman that was getting tremendous traction benefits from putting tires on "too wide" rims with little to no detrimental effect to the tire.
The reason is you're flattening the tread out and making a wider ground contact patch.
