I'm fairly sure there is a withdrawl time for 2-4D though I'm not sure that it is without looking. Regardless, mowing is the best cure for thistles. The animals will eat the plaintain and do well on it. IT actually tests quite good as a feed. Biggest problem is that it doesn't make a big crop. The thistles tho... mow them frequently so that tehy don't set seed. When they're expending energy growing top they deplete their root system and you'll find that most will not survive the winter. Might take a couple years but it should clean them up.
